Liquid Nicotine and Vapor Products must be certified before they can be sold in Virginia, in a form and manner as prescribed by the Attorney General that the manufacturer agrees to comply with the provisions of Va. Code § 59.1-293.16 et seq. There is an initial fee of $2,000.00 per product SKU to certify products.

"The bill provides for a civil penalty of $1,000 per day for each product offered for sale in violation of the bill's provisions until the offending product is removed from the market or until the offending product is properly listed on the directory.”
